JOB SUMMARY
Reporting directly to the Regional Programs Director or the Regional Programs Manager (depending on the placement), the Area Program Coordinator will coordinate and lead all MULU/MARPs implementation in towns assigned to the area office.  The Coordinator  will represent PSI and MULU/MARPs with regional and woreda government structures local NGOs and private sector partners.  S/he will oversee area office operations, liaise with co-located partners (where relevant), and supervise staff assigned to the area office, including staff maintaining a dotted line relationship to their headquarters office functional area.   This position has significant growth potential over time as area office operations are established.
 
ESSENTIAL FUNCTIONS
  • Coordinate MULU town-level combination prevention (CP) interventions in the towns assigned to the area offices, monitoring town-level performance vs. annual indicators; (impact)
  • Oversee development of effective and functional referral and linkage network;  (technical implementation)
  • Oversee area office set-up, logistics and administration, and ensure strong “dotted line” linkages between area office and headquarters finance and operations staff;  (Operations and Asset Oversight)
  • Coordinate area office monthly budget, advance and liquidation between program and admin/finance staff, and contribute to area office standard operating procedures development;  (Financial Oversight and Procedures Strengthening)
  • Work closely with MULU/Workplace regional coordinators both programmatically and administratively including co-location issues; (collaboration with World Learning’s MULU/Workplace)
  • Contribute to project and platform annual workplanning, procurement planning and budgeting processes; (workplanning)
  • Coordinate joint work planning, implementation, monitoring and evaluation between partners and with regional, woreda and subcity authorities, aligning with regional and woreda health needs and priorities;  (work planning, alignment, representation)
  • Compile, review and submit accurate and timely technical, programmatic and financial reports representing area office and town-level program activities, according to PSI, GoE and Donor reporting requirements and formats; (reporting)
  • Coordinate town-level M&E activites, including standardizing and rolling up indicators, data collection and supportive supervision tools, and regular data quality assessments of town-level implementation; (Research and M&E)
  • Ensure area office compliance with GoE, donor and PSI rules, regulations and procedures; and faciitate internal and external audit activities, where required; (Compliance)
  • Represent PSI and MULU with all partners, including regional government structures, NGOs and private sector partners; (External Relations)
  • Supervise area office staff, providing clear job descriptions, annual performance MBO’s, ongoing support and feedback, capacity building, and annual performance evaluations; (Staff Management and Internal  capacity building)

MINIMUM QUALIFICATIONS
  • Masters or Bachelor degree in Public Health, Management, Economics, Sociology, Psychology or related field of study;
  • Minimum 5 and 7 years relevant experience for MA and BA respectively in HIV program management, knowledge of combination prevention is a plus;
  • At least 3 years supervisory and/or team leading experience;
  • Experience working with regional government structures, international donors/organizations and bilateral organizations;
  • Requires frequernt travel to the towns where impelemenattaion in the region/corridor regularly;
  • Languages required – English and Amharic and knowledge of local language for impact regions required;
