partnership with multiple development actors, poor communities and their
agencies to facilitate processes that eradicate poverty and improve the lives
of poor communities and women and girls. It envisions poverty free Ethiopia

ActionAid Ethiopia is currently looking for a vibrant, energetic, ambitious,
knowledgeable, experienced, highly capable and motivated professional and
leader for its overall programme.
Post: Head
of Program Development and Quality Assurance Reports to: Country Director
Duty
base: Addis Ababa, with frequent in country travel
Job Summary:
Provides strategic
leadership to all program and partnership development, and quality assurance
through an application of programme minimum standard, Monitoring &
Evaluation, knowledge management (knowledge generation, documentation and
sharing) and oversight of ActionAid theory of change. The position holder
supports disaster response, preparedness and resilience interventions as well
as overall fund raising of the country program.
Key
responsibilities
x Responsible to provide strategic
leadership, coordination and management to the Programme Development and
Quality Assurance team.
x The position holder will specifically
be responsible to play lead role in producing and instituting
AAE’s programme development and partnership directions, strategies and policies.
x Lead
AAE’s national level programme, research and knowledge generation works in the area of Women
Development, Education, Food Security, Partnership and Capacity Building; link
national level programme works with ActionAid international initiatives; and ensure
programme linkage with AAE’s grassroots
work.
x Lead
technical team to provide diversified support to grass root development areas
(DAs) including in the development of concept notes and project proposals for
fundraising, lead the programme review, evaluations and impact assessment processes.
x Lead the programme quality and
focusing initiatives, coordinate and lead the national level planning,
budgeting and reporting programme communication and documentation and shared
learning processes.
x Play
lead role in the development of Country strategy and country level review
processes.
x As
Senior Management Team (SMT) member S/he is expected to take part in the
deliberation and decision making of major organizational matters.
Required Competencies
The successful candidate must possess
a minimum of a Masters Degree in Development Studies or related field; a
minimum of 8 years experience with at least 3 years
in programme development and quality assurance work at senior leadership level;
strategic programming and partnership development and processes; solid
knowledge of the countries national frameworks and strategies; proven ability
to lead multiple technical teams; good experience in research; strong
interpersonal, team work and proven people management skills; excellent
analytical and conceptual thinking; solid understanding of organizational
programme approach and strategies.
Salary: Competitive salary as per the
