Background

Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German
Government in achieving its development-policy objectives. GIZ promotes complex
reforms and change processes.
In Ethiopia, GIZ has been working for more than 40 years in
bilateral cooperation on behalf of the German Federal Ministry for Economic
Cooperation and Development (BMZ) and on commission of the Ethiopian government
and international donors.
GIZ Ethiopia (LMOE & NQI Program Office) is looking to recruit a Deputy Head of Finance and Administration
as per the detail below.

Responsibilities
The incumbent is responsible for the
·
Smooth functioning financial administration in
line with GIZ standard procedures
·
Effective coordination with the colleagues of
the Finance and Accounting Department of GIZ HQ.
·
Ensures that the provided services within the
section are done correctly according to GIZ Financial and Accounting
Guidelines.
·
Control the financial planning, monitoring and
the accounting for GIZ projects.
·
Assistance in all accounting issues,
expenditure planning, Project Finance Monitoring, forecast etc.
·
General Support of the tasks of the Head of
Finance and Administration and/or the Accountants.
Within this context, s/he fulfills the following tasks
Tasks
Finance Management
·
Monitors account payables/receivables and
monthly feedback to Head of Finance and Administration
·
Is responsible for creditors and debtors
administration, including Local Subsidies and local consultants.
·
Prepare monthly statements for the EU –
Co-Financing Agreement for the NQI Programme in cost control.
·
Prepare the quarterly re-booking for the EU
Co-Financing in excel, and initiate the corresponding bookings in SAP.
General Services
for GIZ projects
·
Prepares monthly and annual budgets, as well
as tracking variances.
·
Monitors the accounting procedures with view
to project numbers’, cost categorization, receivables etc.
·
Pre-checks journal and internal memo.
·
Carries out regular analysis of project costs
and expenditure with excel as required by the projects.
·
Budget Monitoring: prepares/analyses sheets of
expenditure against overall budget for projects quarterly/annually.
·
Advise the preparation of Financing Agreement,
cross check advance payment against settlement etc.
·
Assists in the preparation of contract of all
kinds, communicate with HQ or GDCO
·
Prepare monthly SPO briefings.
Internal Control
·
Reviews the classification of all
vouchers/receipts according to completeness and to cost centers/cost category
/legal as sent by the projects and corrects them if required.
·
Together with the Head of Finance and
Administration provides advice and guidance in financial matters to projects.
·
Monitors the process of the internal control
based on GIZ’s internal control manual (internal Administrative Handbook).
·
Conduct Petty Cash Check regularly.
General Services
·
Controls office inventory records.
·
Computes overtime claims of office and project
staff.
·
Controls the process of claims for travel
expenses.
·
Monitors national and international annual
leave and absence overview with the Human Resources Officer.
Other Duties/Additional Tasks
·
Immediately reports all problems involving
finance and regulations
·
Assists in and/or carries out other tasks, as
assigned
·
Undertakes further job training related to
his/her position and duties, if required. Special training programs shall be
identified and selected jointly with the Head of Finance and Administration.
Required Qualifications and Competencies
Formal Education
·
Masters degree in Business Administration with
BA degree in Accounting
Professional Experience
·
At least 5 years of professional working
experience in a similar position.
Other Skills
·
Experience with IT –based accounting programs.
·
SAP Knowledge
·
Excellent command of MS Office
·
Good working knowledge of modern communication
systems
·
Fluent in written and spoken English
·
German Language is advantageous
