Partners’ Grant Management Support Officer - ICAP


Position Title: Partners’ Grant Management Support Officer
Duty Station: Addis Ababa with frequent travel to the regions

Overall Duties and Responsibilities:
‘The Partners’ Grant Management Support Office will support local partners such as Regional Health Bureaus and Regional universities to manage grants in accordance with the donors rules and regulations, and will coordinate the support to build the capacity of the partners in administrating the grant funds in an efficient and effective manner and In compliance with pertinent laws, rules, regulations, and directives, The Officer will be responsible for working closely with the partners to Improve their Internal operational systems and processes, and financial management capabilities for managing USG awards.

Detailed Duties/Responsibilities:
Oversee the continuous design and Implementation of financial and administrative capacity assessments for the local partners;
Based on the assessments, develop and Implement appropriate capacity building solutions;
Develop grant management benchmarks and monitoring tools;
Monitor and report on each partner’s progress Co achieving the required capacity development targets; Identify potential weaknesses and make necessary adjustments to close gaps;
Ensure appropriate mix and balance of training, coaching, mentoring, and information sharing;
Share best practices and lessons learnt to all partners as appropriate;
Assist partners in preparing quarterly, annual, and semi-annual reports to donors;
Prepare monthly work plan including regular visits to partners’ offices to follow up progress and to ensure the effective implementation of the program;
Conduct training needs assessment to identify gaps and determine the type of training required, coordinate with the Capacity Building Unit to arrange off-site trainings as necessary;
Work closely with the partners on developing budget proposals, prior approval packages, and vendor selections;
Assist partners in developing SOPS for financial management, HRD, procurement and renovations;
Provide close support and advice on tracking of expenditure, pipeline analysis and projection of use of fund to enable partners in managing the fund proactively;
Provide technical assistance to partners in addressing challenges related to grant management;
Perform other related duties assigned by the Director of Finance & Administration,

Required Qualification and work Experience:
• Bachelor’s degree in Accounting, Finance, Management or In a related field, or an equivalent combination of education and work experience;
• Minimum 5 years of job-related experience, preferably on providing capacity-building support through training, mentorship and other mechanisms to local organizations with varying levels of organizational capacity;
• A combination of work experience In Government entities and NGO5 will be advantageous;
• Experience managing CDC funded projects with sub grants components strongly preferred;
• Knowledge of USG roles and regulations required;
• Excellent spoken and written communication skills in English;
• Knowledge in Accounting applications software is mandatory;
• Willingness to make extensive travel to the field.

Remuneration: As per the Organization Salary Scale
