Summary Scope of Work: 
The USAID Strengthening Human Resources for Health (S-HRH) Project is a five-year USAID funded bilateral program implemented by a Jhpiego-led consortium supporting the Government of Ethiopia to improve human resources for health management, increase availability of Midwives, Anesthetists, HEWs and other essential health workers, improve quality of training of health workers and conduct program learning and generate research and evaluation evidence on critical HRH issues.
In the country’s health policy, priorities have been given to the development of a suitable health management system equipped with appropriate regulation of the public and private health services and professional’s deployment through proper licensing and ethical and facility standards implementation. Based on this, Ethiopia Food Medicine and Health Care Administration and Control Authority (EFMHACA) has been organizing the regulatory infrastructure and building the capacity of the regulatory sector from the Federal office to Woreda levels. Accordingly, a high level senior technical expertise is required to advise and support the Director General of EFMHACA, on the Human Resources Management and Development initiatives while giving clear direction, rational planning, and sound judgments on the implementations of these initiatives.
Upon request of the EFMHACA, and in line with the objectives of the USAID strengthening human resources for health project, Jhpiego has seconded a senior expert to EFMHACA, who provides technical assistance and advice to the Director General on the human resources management and development.
The Senior Human Resource Management & Development Expert will be deployed on a secondment basis from Jhpiego and assigned to the EFMHACA.
  
Reporting Structure:
  • Position Reports To: Director General (at the EFMHACA), having a functional responsibility to theSenior Quality Improvement Advisor (at Jhpiego)
  • Position Supervised: None
 
Responsibilities: (include Leadership, and Knowledge Management)

Result Areas:
The Senior Human Resource Expert will provide technical assistance in the areas of HR management and development:
 
Advisory Service
  • Provides technical advice and support to national capacity building in the development and review of  human resources management for health regulation in Federal office branch offices and the regions
  • Ensures that good governance is exercised and appropriate civil service guidelines are established and implemented throughout the regulatory infrastructure;
  • Monitors and evaluates the implemented activities, prepares reports and statistical documents and position papers for senior management about the regulatory human resources management programs
  • Prepares and edits progress reports on all the regulatory process implementation level of regulatory human resource programs
  • Drafts speeches for meetings and conferences in regulatory human resource development, to Director General, represents the Director General to the meeting, when needed
Organizational Development/System Strengthening
  • Provides technical support to promote the development of action-oriented research for the development of innovative models/approaches in planning, developing, managing and regulating human resources for health service regulation
  • Provides technical support in aligning the regulatory strategic plan with the human resources management and assists in developing, planning, and implementing systems, norms and procedures, in compliance with existing policies, for the administration of human, financial and material resources, as well as for the monitoring, control and evaluation of such processes
  • Provides technical support and advice in implementing institutional/organizational and departmental changes, including review of organizational structures, job profiling, grading, etc.  
  • As part of resource mobilization initiatives, develops proposals to enlist donors’ support in the area of Regulatory Human Resource development
  • Provides technical support to formulate budgets for human resources management programs and initiatives and ensure proper use of the approved budgets
Human Resources Development
  • Coordinates the human resources development through Continuous Professional Development (CPD) for health service promotion and regulatory activities;
  • Provides advice and assistance to the human resource units at all levels and Technical Directorates in planning and implementing regulatory human resource development programs in accordance with the national health sector plans, the 5 year Master Plan and as per health regulatory requirements, and in identifying staff learning and development needs
  • Coordinates carrier structure and incentives package assessment when applicable and regularly reviews and improves/updates as necessary the overall strategy for staff motivation, development and learning
  • Performs other duties as required

Job Requirements

Required Qualifications, Skills &  Abilities:                                                                                                                  
  • Graduate level qualification in Human Resources Management or Business Management (MBA), LLM,  or Economics and with health background (including MD, MPH), or familiarity and knowledge to the Ethiopian Health System;
  • Eight and above years of experience and familiarity to the Ethiopian health system and regulatory policy and strategy
  • Experience in managing health or pharmaceuticals sector, preferably in the public/private sector  
  • Trained and certified in human resource management, and other relevant trainings
  • Demonstrated communication skills and ability to lead public events
  • Good writing and presentation skills
  • Excellent interpersonal relation and team work skills
  • Computer literacy and ability to use MS Word, Excel and Power Point 
  • Ability & willingness to travel to the regions
