CTA and Team Leaders I Irrigation Experts and Other Expert/Specialist posts (Gender, Capacity building, Procurement, M&E, ICT, NRM, Agricultural Extension, Irrigation, PIDM/WUO, Agronomy, as specified below)
The Programme
The ambitious 20m EUR Small-Scale and Micro Irrigation Support Project (SSMISP) funded by the Ministry of Foreign Affairs and the Embassy of the Kingdom of the Netherlands, aims to support the Government of Ethiopia and the Ministry of Agriculture in implementing the recently adopted Small Scale Irrigation (SSI) Capacity Building Strategy. Based on a needs assessment, six priority interventions have been identified to address existing gaps and build institutional and technical capacity to develop and/or establish: i) irrigation infrastructure, ii) on-farm irrigation water and crop management, iii) key institutions, iii) research on irrigated agriculture, iv) input supply, credit and marketing, and v) knowledge management systems. SSMISP will consist of three key components: 1) Strengthening the institutional capacity of government institutions. 2) Institutional and technical capacity building of A-TVETs and 3) Micro-irrigation and related local manufacturers and technology.
Positions
The Ministry of Foreign Affairs and Embassy of the Kingdom of the Netherlands intend to select an international organization to manage and execute SSMISP (5 years) at national level and in four regions across the country. SNV is looking for Chief Technical Advisor (55 months) and up to 4 Regional Team Leaders/Irrigation Engineers (36 months) and other posts as summarized below.

1. Chief Technical Advisor Long-Term Experts (Addis Ababa)
Role
Role The National CTA is responsible for overall programme management at national level, guiding all other national and international experts, building and maintaining relationships with MoA and other public and private institutions as well as planning and reporting.
General profile
• MSc or MA in civil/irrigation engineering.
• At least fifteen years of working experience in SSI development as evidenced by project references.
• Strong leadership skills, demonstrated by at least three. years of experience as a CTN /team leader in complex development projects, and in multi-cultural settings, as evidenced by project references.
• Experience with project management and administration as evidenced by project references.
• Strong writing and reporting skills including command of the English language as evidenced by project reports authored and publications realised.
• Good communication and social skills as evidenced by references.
Specific Experience:

2. Regional Team Leader —irrigation Engineer Long- term (Tigray, Amhara, Oromia & SNNPR)
Role
The national Regional Team Leader is responsible for overall programme management at regional level, guiding national and international experts; building and maintaining relationships with BoA and, other public and private institutions, as well as planning and reporting. The Regional Team Leader is also responsible for developing and implementing capacity building programmes related to selection, design, construction, O&M of SSI and micro irrigation systems. The national Regional Team Leader will also act as secretarial the RSB and RTC.
General profile
• MSc or MA in civil/irrigation engineering irrigation agronomy or water management.
• At least ten years of working experience in SSI development as evidenced by project references.
• Strong leadership skills, - demonstrated by at least three years of experience as a team leader in complex development projects, and in multi-cultural settings, as evidenced by project references.
• Experience with project management and administration as evidenced by project references.

3. Capacity Building Specialist - Long-term (Addis Ababa)
The national Capacity Building Specialist is responsible for facilitating comprehensive and participatory capacity assessments; using these to develop annual capacity action plans that utilise innovative teaching and learning methods rooted in adult education principles; ensuring a holistic approach to capacity development is adopted throughout the project involving consensus building, capacity strengthening, application and institutionalisation of learning. He/she will also support the design and monitoring of capacity development results.
Specific Experience:
• MSc or MA in education, adult education, training, management or administration.
• At least ten years of working experience in the development and implementation of capacity building activities, such as capacity needs assessment and planning, design and delivery of capacity development programs, facilitation and training, communications and M&E.
• Strong writing and reporting skills, including command of the English language, as evidenced by project reports authored and publications realised.
• At least three years of experience in capacity building of public and private institutions, preferably in SSI and/or (irrigated) agriculture as evidenced by project references.

4. Procurement Specialist (Addis Ababa)
The national Procurement Specialist is responsible for preparing and organising the procurement of all goods, such as vehicles and office equipment, including the preparation of tender documents and contracts
General profile
• At least five years of working experience in procurement of goods, including the preparation of tender documents for competitive bidding.
Specific Experience: At least three years of working experience with procurement of goods in donor funded project.
5. M&E Expert (Addis Ababa, Tigray, Amhara, Oromia & SNNPR)
Role
The national M&E Expert is responsible for the development of an appropriate (financial) MIS and M& E system for the entire project as well as procedures for the systematic collection, processing and analyzing or data related to progress monitoring of  project implementation, including disbursements.
Furthermore, then national M&E Expert is responsible to collect all necessary data from the four regions and assist with the preparation of the six—monthly and annual progress reports, including summary tables with progress monitoring indicators.
MSc or MA in economics or financial management.:
General Profile
At least ten years of working experience in M&E of complex development projects as evidenced by project references. Strong writing and reporting-skills including command of the English language, as evidenced by project reports authored and publications realized.
Specific Experience: at least three years of experience in M&E of development projects related to SSI and/or (irrigated) agriculture s evidenced by project references
6. Irrigation Agronomist (Tigray, Amhara, Oromia & SNNPR)
Role
The national Irrigation Agronomist is responsible for developing and implementing capacity building programmes in irrigation agronomy for staff of public institutions at all levels as well as WUOs and individual farmers in pilot SSI schemes.
Furthermore, the national Irrigation Agronomist is responsible for the development of new/revised curricula related to irrigation agronomy for A-WET Colleges and capacity building of its instructors.
General Profile:
• MSc or MA in agronomy/agricultural sciences. At least five years of working experience in irrigation agronomy as evidenced by project references.
• Strong writing and reporting skills, including command of the English language, as evidenced by project reports authored and publications realised.
• Good communication and social skills, as evidenced by references.
Specific Experience:
• At least two years of experience in developing and implementing capacity building programmes on irrigation agronomy, including the implementation of demonstrations.

7. PIDM/WUO Expert (Tigray, Amhara, Oromia & SNNPR)
Role
The national Participatory Irrigation Development Management (PIDM) /Water Users Organisation (WUO) Expert is responsible for the preparation and implementation of capacity building programme in PIDM and WUO development for staff of public institutions at all levels as well as WUOs in pilot SSI schemes.
Furthermore, the national PIDM/ WUO Expert will be responsible for the development of new/revised curricula related to PIDM and WUO development for A-TVET Colleges and capacity building of its instructors.
General Profile:
• MSc or MA in social sciences or related discipline. At least five years of working experience in PIDM and WUO development as evidenced by project references.
• Strong writing and reporting skills, including command of the English language, as evidenced by project reports authored and publications realised.

Specific Experience:

8. Gender Expert – Long term Tigray, Amhara, Oromia & SNNPR)
Role
The national Gender Expert is responsible for establishing a gender action plan for the project, providing advice and support on gender mainstreaming in all project activities, establishing procedures for monitoring progress in gender mainstreaming activities, developing training courses on gender, assisting in development of curricula on gender for A-TVET Colleges and providing training on gender for A TVET instructors.
General Profile:
• MSc or MA in social sciences or related discipline.
• At least five years of working experience in gender- related activities as evidenced by project references.

9. Irrigated Agriculture Expert – Long term (Tigray, Amhara, Oromia & SNNPR)
Role
The national Irrigated Agriculture Extension Expert is responsible for strengthening the capacity of the existing extension system in the field of irrigated agriculture, including the preparation of manuals and training materials. The national lrrigated Agriculture Extension Expert is also responsible for the development of new/ revised curricula related to irrigated agriculture extension for A-TVET Colleges and capacity building of its instructors.
General Profile:
• MSc or MA in irrigation agronomy or agricultural sciences.
• At least five years of working experience in irrigated agriculture extension as evidenced by project references. Strong writing and reporting skills, including command of the English language, as evidenced by project reports authored and publications realised.

Role
The national NRM Expert is responsible for development and implementation of capacity building programme related to sustainable (on-farm) management of water and soil as well as watershed management for staff of public institutions at all levels as well as Water Users organisers (WUOs) and individual farmers in pilot SSI schemes. Furthermore, the national NRM Expert will be responsible for the development of new/revised curricula related to NRM and watershed management for A-TVET Colleges and capacity building of its instructors.
General Profile:
• MSc in environmental sciences, soil and water management. At least five years ofworking experience in NRM as evidenced by project references.
• Strong writing and reporting skills, including command of the English language, as evidenced by project reports authored and publications realised.
Specific Experience:
• At least two years of experience in developing and implementing capacity building programmes on NRM.
• Specific experience in SSI and/or irrigated agriculture is an asset as evidenced by project references.
• Experience with capacity building of A TVET Colleges are an asset as well as evidenced by references.
11. ICT Expert – Intermittent (Addis Ababa)
Role
The national ICT Expert is responsible to develop and maintain a user-friendly MIS and website for the entire project.
General Profile:
• MSc in ICT or computer science. At least five years of working experience in developing MIS and website.
Specific Experience:
• At least three years of working experience with development and maintenance of MIS and website for complex development project as evidenced by project references

Vacancy Announcement for Accountant
Working under the direction and guidance of the USP Country Representative & Chief of Party of PQM, the incumbent will be responsible for day to day financial accounting activity and related tasks in support of the USP/PQM programmatic work conducted in Ethiopia. He/she will act as local point of contact and primary accounting liaison between USP headquarters and the third party local service provider currently assisting with in- country accounting support. Primary responsibilities include but are not limited to timecard and payroll processing, local statutory compliance, purchase order and disbursement requests, general ledger account coding, PIL and balance sheet reconciliations, as well as annual audit support.
Roles and Responsibilities:
• Facilitates the review and approval of monthly time card reporting in support of accurate and timely payroll processing.
• Prepares purchase orders and requests for disbursements, relating tç employee advances, petty cash and all programmatic work on an as needed basis.
• Verifies supporting documentation and requests for disbursements include applicable back up and support, general ledger account coding, approvals and sign-off in accordance with corporate SOPs and local policies and procedures.
• Provides accounting records and transactions to USP headquarters and the local service provider in accordance with predefined deadlines and in support of month- end close process.
• Prepares special financial reports as directed, by collecting, analyzing, and summarizing account information and trends.
• Reconciles financial discrepancies by collecting and analyzing account information.
• Responsible for maintaining appropriate internal controls and providing necessary recommendations on process improvements where applicable.
• Ensures compliance with both local government rules and regulations and USP financial reporting requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
• Assists Chief of Party in the preparation of the program’s annual budget.
• Verifies daily cash transactions and prepare monthly petty cash report; provides assistance and support on all annual audits whether financial or programmatic in nature.
• Performs other activities and duties as assigned.
Minimum Requirements
Education and Experience:
• University Degree in Finance, Accounting or Business Administration is required.
• At least five (5) years of progressive experience in Accounting of which at least two (2) years with national/international NGO’s,
Knowledge, Skills and Abilities:
• Thorough knowledge and understanding of professional accounting principles and theories, practices and terminology.
• Thorough knowledge of laws, regulations and procedures governing USAID financial management.
• In-depth knowledge of the Ethiopian accounting systems.
• Excellent English communication skills (written and verbal).
• Ability to work independently and to liaise and coordinate activities between different agencies that USP/PQM works with.
• Excellent analytical skills; mature judgment combined with a proactive, energetic• approach to problem solving.
