This Job Description states the responsibilities of the Finance and Administration Director of PSI/Ethiopia.
JOB SUMMARY
PSI strengthens the capacity of a network of nearly 40 local implementing and government partners through subgranting and capacity building. Each year, the platform subgrants more than $7M to up to 40 partners implementing programs in up to 200 towns and 11 regions nationally. Reporting to the Director of Administration and Finance, the Grants Manager is responsible for ensuring prime contract compliance and for managing all grants under contract. S/he leads the process for all subpartner solicitation and identification, pre-assessment, matching, negotiation, implementation and closeout for all agreement terms and conditions. This includes reviewing all financial reports, ensuring timely disbursements and action in the case of non-compliance, and institution-wide review of partner performance vs. allocated budget and workplan targets. This position supervises a team of up to 5 direct reports, is the key link to PSI’s global Grants & Contracts team, and travels regularly for subpartner monitoring.
ESSENTIAL FUNCTIONS
• Lead all project prime contract management and compliance. (technical implementation- prime awards)
• Identify, coordinate and monitor the performance of a portfolio of grants under contract vs. allocated budgets and workplan targets. (technical implementation-subawards)
Lead the design and implementation of contract management and grants under contract policies, contract templates, and guidelines, maintaining an up-to-date knowledge of donor, PSI and Government of Ethiopia rules and regulations. (Define/enforce standards)
Facilitate organization-wide review of subpartner/subcontractor performance vs. programmatic, cost and feasibility criteria through joint invoice review and follow-up. (technical implementation-performance)
Oversee, review, report subpartners for compliance with terms and conditions, donor and PSI rules and regulations, coordinating the timely scheduling of cash disbursements. (compliance)
Support the development of project reports (annual work plan, semi- annual progress report, quarterly financial reports, trip report, and final report) according to PSI and donor requirements, prepare contract and under contract management related reports in accordance with donor reporting requirements, PSI Headquarter, the Government of Ethiopia and other stakeholders. • Ensure that contract management filing systems (both hard and soft copies) are properly maintained at all level (grantees and PSI) in accordance with established grant management protocols. (Documentation)
• Participate actively and positively in platform internal and external audits, leading follow- up actions to improve the systems of internal control. (Strengthen internal controls)
• Act as primary link to PSI Global G&C team. (Representation)
• Oversee timely and responsive contractual communications with subpartners. (Communications)
• Manage up to 5 direct reports according to MBO’s, routine feedback and coaching, performance appraisals and capacity building, ensuring that the team under his/her supervision acquires an up to date and in depth knowledge of PSI and USG grant and contract management rules and regulations. • Perform other related duties as assigned by immediate supervisor and management of PSI/Ethiopia.
Qualifications and Experience;
Education and experience;
• Master’s or Bachelor degree in financial management, accounting or business administration,
• 5 and 7 years experience of managing USAID funded prime partner grants and/or contracts; including 2-3 years of experience in a management or leadership role,
• Demonstrated experience leading sub partners, subcontractors, and/or grants under contract.
• Prior experience working on HIV and AIDS programs is a plus.
Skills;
• In-depth knowledge of grant and contract management and understanding of USAID compliance requirements.
• Understanding of systems audit and articulating clear practical recommendations.
• Understanding of Monitoring and Evaluation as well as accountability towards donors and beneficiaries;
• Negotiation, communication, interpersonal skills and ability to work as part of a team.
• Good personal organizational skills, including time management and ability to meet deadlines and work under pressure.
• Ability to work within a multicultural setting
• Fluency in written and spoken English
• Proficient in the Microsoft suite of office products;
• Willing to travel at short notice; and willingness to travel extensively to field;
• Keen attention to detail
