PROGRAM BACKGROUND:
IRC has received
funding for Reduction of maternal and Neonatal mortality Project aimed
equipping and empower pregnant women and their families to make
timely decisions about seeking health services during pregnancy, childbirth,
post-natal periods, including FP and immunization, as prompted by the CCHC. As
well as connecting mother-child pairs and skilled service providers by
equipping 50 health posts with automated “Health Hinter” tablets and HEWs/CHVs
across the two woredas with mobile phones, in Assosa and Bambasi Woredas of
BGRS. IRC is also implementing Community- Based Acute Flaccid Paralysis,
Measles and Neonatal Tetanus Surveillance in 9 woredas(5 of it in Kemashi zone
and 4 of it in Assosa zone) of BGRS which aimed to the contribution towards the
regional and ultimately to the national polio Eradication initiative in the
boarder, pastoralist and hard to reach Kebeles in those intervention woredas
and to prevent importation and circulation of wild polio virus from neighboring
countries.
SCOPE/JOB PURPOSE:
The Health Manager is
responsible for implementation of Maternal and Neonatal Health related
interventions and polio project in BGRS. The health manager coordinates IRC`s
Maternal and Neonatal care services and CGPP projects; ensuring implementation
of program activities according to nationally accepted standards. The health
manager support the Woreda based health offices in implementation
of activities and coordinate with the other actors like health
facility staff, Woreda Health Office , Zonal Health Department and Regional
Health Bureau. The Health manager reports directly to Assosa field coordinator
and technically supported by Addis Technical unit.
SPECIFIC RESPONSIBILITIES:
Technical
1. Take the lead and ensure that all activities
under projects are implemented and objectives are achieved per plan
2. Ensure that the capacity of targeted health
staffs and health service providers in IRC targeted Woredas built
3. Support the Woreda based IRC officers for
timely and quality implementation of activities and make sure the activities
are implemented according to the plan.
4. Ensure that the goals and objectives of the
projects are met as per the project proposal, work plan and M&E plan.
5. Liaise and create strong linkages and
partnerships with other agencies and Health Offices and other stakeholders
implementing similar activities.
6. Make sure that activities focusing on behavior
change are implemented using community based structures and train HEWs, CHVs
and TBAs on the CCHC and their roles in promoting consistent use of services.
7. Represent IRC in coordination meetings,
workshops, task force meetings, in BGRS.
8. Ensure appropriate documentation of data and
Maternal and Neonatal Health program activities recorded in both in soft and
hard copies and provide activity reports as required by IRC and the donor
timely.
9. In collaboration with Addis TU train
officers working under maternal and Neonatal health on effective use of the
tablets and management of the automated CCHC registry and SMS reminder system.
10. Confirm health post readiness to receive
pregnant women for delivery and PNC services as well as for FP and immunization
services via HEWs/CHVs home visits.
11. Participate in quarterly review meeting and
joint supervision of CGPP project.
12. Coordinate support of SNID and NID in
collaboration with project officers.
Program management
Grant Management
1. The Health manager will oversee Pfizer and
CGPP grants
2. Responsible for monitoring the appropriate
spending of budget and ensure that all activities are implemented according to
the work plan and targets are met.
Budget Monitoring
1. Monitor the spending of Pfizer and CGPP
budgets
2. Participate in BVA meeting and provide
feedback to colleagues in Addis and the field on the monthly bases.
3. Give specific recommendations on budget issues
under supervision.
Monitoring & Evaluation
1. Develop donor reports in collaboration with
the Officers; Addis programs unit and health teams.
2. Review reports and data and periodic
update and feedback to Addis TU and health officer
3. Ensure that the stated goals and objectives of
the program are met.
Human Resource Management
1. The health manager directly supervise officer
under Maternal and Neonatal Health and CGPP
2. Timely performance review of supervisee and
provision of feedback.
3. Supportive supervision and capacity
building of subordinates

Key Working Relationships
Internal
Internal
- Work with the field coordinator
, Health Coordinator, Assistant Health Coordinators and Health Managers
- Work with Logistics, finance
and Human Resources as well as other program and support staff.
External
- Work with HEWs, HEW
supervisors, HEW focal persons, RHB and woreda health staff and represent
IRC in any meetings related to the projects and collaborate with all other
stakeholders.
- The Health Manager will liaise
with government officials at regional, zonal level and woreda health
office staff and with other concerned organizations to ensure smooth
communication and work collaboration.
Job Requirements
Qualifications
Education
1.
Bachelor’s degree in
Nursing or Public Health; minimum of six year practical experience and three
years with an international NGO.
2.
A relevant post
graduate degree with three years experience in maternal and neonatal and child
health is an essential requirement
3.
Experience in working
with community in Maternal and Neonatal Health and
immunization program is essential including training and supervisory skills
Other

Practical experience
in managing team of health workers at project site

Skills and experience
in financial management.
3.
Good project
management skills; ability to plan, organizes, and supervises implementation of
community-based health projects.
