JOB SUMMARY
Reporting directly to the M&E Function Head, the Monitoring and Evaluation Advisor is responsible for supporting the M&E Function Head in coordinating the design of all PSI/Ethiopia program performance and monitoring plans, the design and maintenance of all of PSI/Ethiopia’s MIS and data storage and data security systems, as well as tracking and reporting all quantitative program data and consolidating qualitative narrative reports for funders and to PSI/Washington, as needed. The M&E Advisor will supervise the design of performance dashboards and metrics, data collection tools, as well as all strategic quantitative analysis of PSI/E MIS and GIS data, as per the guidance of the M&E Function Head, in order to inform program implementation. The M&E Advisor will work closely with M&E Analysts and the Data Quality Advisor on the design of supportive supervision and data quality audit tools and checklists, to be used in eight regions and five health areas. The M&E Advisor is also responsible for technical management of outsourcing contracts for the design and implementation of electronic data capture innovations that provide program teams and PSI/E management with high quality and timely program data to inform decision-making, including for sales and program/outlet monitoring clinical quality monitoring, and voucher redemption schemes (with value of up to $100, 00). The M&E Advisor will act in the place of the Function Head during absences, and He/she will be responsible for representing the M&E Function in the absence of the Function Head at national-level forum.
ESSENTIAL FUNCTIONS
- Support the design and execution of performance monitoring plans, results frame works or Log Frames for all program areas as needed;
- Support the design of electronic and paper-based MIS systems for tracking and reporting all quantitative program service statistics and other activity data;
- Support the design and deployment of innovative electronic data capture, data archiving and storage, and data security systems and protocols, including technical management of outsourcing for database and smart-phone application design.
- Support the M&E Function Head with timely preparation of a consolidated narrative report for all PSI/Ethiopia program areas.
- Support the design of data quality assurance and quality improvement tools and checklists.
- Support the conduct of joint program monitoring visits and trainings to ensure accurate and consistent data collection among PSI field teams and partners
- Act in the absence of the M&E Function Head, and represent PSI/Ethiopia at national-level forum as required,;
- Perform any other activities as assigned by his/her supervisor.
MINIMUM QUALIFICATIONS
- Master degree with 5 years experience or Bachelor degree with 7 years experience in Public Health, Statistics, population Studies, Economics or related field of which at least 2 years of supervisory or subordinate management experience;
- Experience at the national level in monitoring and evaluation, including hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among partners;
- Experience in the usage of computers and office software packages such Microsoft Office; knowledge and data analysis skill using statistical software such as SPSS, STATA, EPINFO, and in handling of web based management systems and databases systems such as MS Access, SQL, DHIS-2 and GIS and also mobile data collection;
- Good management and co-ordination skills, and experience on technical project implementation;
- Excellent written, verbal and inter-personal communication skills in English and other local languages.
- Demonstrated ability to work independently and with minimum supervision;
- Excellent interpersonal skills and good team spirit;
- Ability to follow deadlines, accuracy and attention to detail.
