PROGRAMME MANAGEMENT OFFICER (Evaluation), Addis Ababa - UN




 
This position is located in the Evaluation Section, Strategic Planning and Operational Quality Division of the United Nations Economic Commission for Africa (UNECA). Under the overall guidance of the Director of the Division, the incumbent will report directly to the Chief of the Section.
 
Responsibilities
 
Within delegated authority, the Evaluation Officer, Evaluation Section/Strategic Planning and Operational Quality Division, will be responsible for the following duties in the Evaluation Section. *Plan, develop and lead evaluation assignments of the United Nations Economic Commission for Africa (UNECA) , such as in-depth evaluations of complex programmes, thematic evaluations, ad hoc evaluations and equivalent studies; carry out all the tasks involved in the assignments, which may include provision of guidance to external consultants and other evaluation staff; *review relevant documents and reports; *conduct data collection and analysis; *identify problems and issues to be addressed and recommend corrective actions and recommendations; *draft final reports; *liaise with relevant parties; *ensure follow-up actions; *liaise with other departments to integrate new evaluation methodologies and other developments as they are introduced to the Organization; *advise on policy development based on evaluation findings concerning programme relevance, effectiveness, efficiency and impact of UNECA activities; *research and analyze information gathered from diverse data sources and formulate convincing and well substantiated conclusions and recommendations; *plan and conduct mail, telephone, in person and web-based surveys; design questionnaires; review, analyze and interpret survey responses; identify problems/issues and prepare conclusions; *draft various documents, including background papers, analyses, draft and final reports; guidelines; conference room papers and other documents as needed; *provide technical evaluation support to UNECA divisions; *contribute to efforts to strengthen the role of evaluation in UNECA so as to improve programme efficiency and effectiveness;*establish and maintain effective relationships with clients and partners;*perform other duties as required.
 
Competencies
 
Professionalism:
Very good knowledge of international standards and practices in evaluation and respective evaluation methodologies. Ability to propose and formulate a strategic approach to  evaluations within the overall framework of the relevant international instruments; readiness to take action on resolutions and decisions of intergovernmental bodies; academic specialization in evaluation is desirable. Proven experience in preparing, managing and conducting impact evaluations. In-depth knowledge of UN system evaluation standards and practices; extensive knowledge of technical cooperation and development assistance; proven ability to produce evaluation reports and papers; ability to review and edit the evaluation work of others. Demonstrates good judgment and initiative, creativity and resourcefulness, diplomacy and tact; ability to ensure an effective work structure to maximize productivity and achieve the goals of the section. Incorporates gender perspectives and ensuring the equal participation of women and men in all areas of work.

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education
 
Advanced university degree (Master's degree or equivalent) in social sciences, public administration, programme evaluation or in a related field, preferably with emphasis in international affairs and/or development.  A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
 
Work Experience
 
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.  Experience in the use of various research methodologies and sources, including electronic sources on the Internet, intranet and other databases, experience in survey methodology, in leading and managing evaluation teams, in evaluation reporting using data visualization tools are also highly desirable.  Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
 
Languages
 
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage
 
Assessment Method
 
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
