JOB OPPORTUNITY FOR THE POST OF 
EXECUTIVE DIRECTOR
 
Background
Forum on Sustainable Child Empowerment (FSCE) is an indigenous non-governmental, non-profit, humanitarian organization. FSCE works with vulnerable children to see their wellbeing and protection needs are fulfilled through the programs that are designed for the wellbeing and development of children with a wide range of interventions encompassing three thematic areas of work: Prevention, Rehabilitation, and Promotion.

FSCE is committed to its mission of striving for sustainable protection, growth and development of children through comprehensive system approach in collaboration and partnership with likeminded organizations. FSCE has been operational since 1989, and is delivering its services through the seven Area Program Offices located in five cities and towns of Ethiopia, namely, Addis Ababa, Bahir Dar, Dessie, Dire Dawa and Adama. Through its dedicated services, it has become a major player in the NGO community in Ethiopia with a deserved reputation of excellent community based programs, skilled and dedicated national staff exemplifying creativity and flexibility.

Currently FSCE wants to recruit a qualified professional for the post of Executive Director, who shall be stationed in Addis Ababa. The Executive Director, under the general direction of the Executive Board, is entrusted with the following duties, responsibilities, and tasks.
 
Job summary
The Executive Director (ED) is the principal executive officer and legal representative of FSCE. She/he is responsible for providing strategic direction, planning, organizing, directing and coordinating and implementing the overall functions of FSCE. She/he ensures efficient and cost effective operations of all activities and the fulfilment of the mission, goals, and objectives of the Organization. In consultation with the Board and in collaboration with the staff she/he develops annual implementation plans and budget, accomplishes the plan, and ensure that an appropriate monitoring system is in place to track progress and deviations of program implementation.
 
Responsibilities and tasks
Program planning and management:

  • Plans, organizes, directs, co-ordinates and controls the overall activities of FSCE;
  • Formulates FSCE’s short, medium and long term objectives and policies within the powers delegated to him by the Executive Board of Management;
  • Executes decisions, directives and policies issued by the Executive Board of Management;
  • Guides and coordinates short and long term strategic planning activities to draw fund raising and programmatic goals and objectives;
  • Initiates and leads the implementation and review of the organization’s strategic plan and makes necessary changes and improvements;
  • Ensures that the various programs/projects of FSCE are provided with the necessary resources logistics and facilities for smooth operation;
  • Ensures the presence of sustainability elements in all FSCE programs/projects starting from the design stage;
  • Provides critical inputs and feedback on concept notes, proposals, and ongoing program activities of all projects;
  • Prepares plan of action, annual and quarterly financial planning and submits to the Executive committee and to funding agencies or concerned government bodies;
  • Ensures clear management, lines of authority and supervision are in place so that effective delegation of authority and responsibility and appropriate functioning of the programs exists in a transparent, accountable and participatory manner;
  • Acts as a secretary for the Executive Board of Management with no voting rights.

Financial and administrative management:

  • Ensures that government policies and directives and agreed NGO code of conduct are duly respected in project preparation and reporting;
  • Ensures efficient and cost effective operations of all functions of FSCE;
  • Ensures that FSCE’s assets are properly managed and safeguarded;
  • Approves administrative and financial requests within the power delegated to her/him by the Executive Board of Management and policies and regulations of FSCE;
  • Ensures that recruitment, placement, training, salary increment, promotion, transfer, termination and disciplinary measures are executed in accordance with the rules and regulations stipulated in the Human Resource Manual;
  • Takes affirmative action and ensures that gender responsiveness is given adequate attention during employment, promotion and other human resource development undertakings;
  • Liaises with donor agencies and other NGOs; designs and implements fund raising events and income generating enterprises;
  • Facilitates and ensures that financial statements of FSCE are audited annually and submitted to the General Assembly, donors and concerned government institutions; 
  • Ensures that adequate fund is generated from diversified sources for FSCE’s operation and implementation program;
  • Signs contracts on behalf of FSCE and represents it in all national and/or international dealings and legal obligations.
 

Staff management

  •  Directs, supervises, leads, guides, coaches and supports the staff reporting to her/him;
  • Evaluates the performance of staff directly responsible to her/him;
  • Assesses staff development needs and provides/recommends training, coaching and mentoring or other activities to increase technical and management skills; 
  • Delegates her/his authorities to the employees of FSCE to the extent necessary.


Program monitoring, evaluation, networking and reporting


  • Organizes a monitoring system for tracking program performance and decision making;
  • Ensures periodic financial utilization and activity progress reports are produced and submitted to the Executive Board of Management, donors, and concerned government institutions;
  • Establishes and maintains relationships and co-operation with government, donors, NGOs and other stakeholders to promote the objectives of FSCE;
  • Implements Board and audit recommendations related to FSCE;
  • Enters agreement with government regulatory agencies and funding partners;
  • Communicates with international donors, prepares fundable proposals and submits these proposals, negotiates and enters agreement.

 


Job Requirements

Education
  • MA/BA in Community Development/Psychology or related field.
 
Experience
  • Minimum of 10 years for MA or 12 years for BA of relevant and progressive experience.
 
Technical and other skills
  • Ability to provide leadership, communicate effectively, and promote a team approach to enhance staff commitment to successfully implement the Organization’s Strategic Plan;
  • Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels;
  • Good conceptual understanding of participatory approach and sustainable development
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainability.
  • Basic computer skills and excellent written and oral communication skills;
  • Excellent networking and communication skills.
 
Salary and benefits: As per the salary structure of the organization.
