Human Resources Manager @ Syngenta

Job Description
Syngenta's ambition is to bring greater food security in an environmentally sustainable way to an increasingly populous world by creating a worldwide step-change in farm productivity. Ethiopia Cuttings plc. is a fully owned subsidiary of Syngenta flowers, in the Horticultural Industry engaged in the production of Flower cuttings, rooted and unrooted cutting for the export market. The Production site is based in Koka Ethiopia and it seeks to engage competent individuals to fill in the following vacancies:
HR Manager   
Reporting to the HR Services Lead East Africa, the HR Manager will be responsible for high quality and consistent HR operations support to the farm. This includes successful management /implementation of key HR processes such as- personnel administration, recruitment, terminations, compensation and benefits, organization change initiatives, labour and industrial relations, performance management, social Audits and medical schemes management. You shall be involved from time to time in projects to offer specialized HR support and advice to the line managers to ensure high productivity and efficiency at all levels. Besides the HR Manager partners with functional leadership team on the delivery and achievement of business goals through execution of the People Agenda. This will include talent planning, permanence and reward reviews, employee engagement and organization effectiveness to improve assigned functions performance year on year and beat the competition on labor matters.
Key responsibilities  
• Actively manage our in resourcing and out sourcing needs. This includes review of succession plans & talent pools to check for internal candidates and work closely with talent search and head hunting organizations.
• Ensure you own and manage the manpower resources for the business area including planning on an annual basis for optimal headcount management (e.g. approve open vacancies for Line Managers).
• Ensure that you Diagnose and deliver full talent interventions (quality, diversity and depth) against business needs and define and action specific capability requirements for the relevant teams
• Make sure that you Work closely in partnership with people and Organization Development managers, relevant HR BPs in region and relevant leaders and line managers to identify and build talent requirements on site.
• Lead organizational change initiatives for the business on site working with relevant People and organizational development and HRBPs
• Ensure all employee files have complete documentation and are appropriately updated on timely basis
• Make sure that you Manage recruitment and separation activities that to comply with legal requirements.
•Make sure you recruit seasonal labor as required and align with forecasts, maintain up to date employment contracts and records in the PSMS system, ensure proper induction for all employees.  All seasonal contracts must not go beyond 7 months without a minimum of three weeks break.
• Make sure you maintain a leave schedule for all employees and ensure the leave schedule is as per the season needs. Follow and monitor leave taken with the departmental heads and ensure that the leave days are up to date at all times.
• Ensure compliance in legislation in all statutory legislations and all other applicable legislation. You shall follow up applicable payments for the same as per set deadlines.
• Ensure you obtain a labor forecast from the production Managers, supply labour as per forecast, maintain records of any labour variances in forecast and realized and proactively advise the line managers of such variances, records of labor comparisons between permanent and seasonals.
•Make sure you handle and manage all labour and industrial relations in the farm and brief the Site Manager appropriately. You shall sit and chair the shop stewards meetings together with the HSE coordinator.
• You Responsible for facilitating Midyear and annual performance appraisals for all workers. You shall obtain appraisal schedules from all the supervisors, consolidate them and implement. You shall randomly sit in the appraisal meetings to moderate the process and ensure standardization of the process and offer support to the supervisors in setting the performance targets.
• You shall guide the Officer in all medical matters ensuring compliance to set scheme and company rules. You shall chair the Gender committee meetings, maintain minutes and brief the General Manager appropriately.
Assist the Regional HRM in the planning, budgeting and implementation of the training program where necessary.
 • You shall check the payroll and ensure the accuracy of the payroll information.
• You shall coordinate and deal with all HR matters in social audits including the MOLSA audits.
 • You shall supervise the updates on the E-HR data to ensure that all employee data is updated at all times and that all mandatory fields are appropriately filled.
 • You shall enforce the HSE rules and regulations and champion the implementation of Syngenta HSE policy and standards in your area of operation by integrating HSE consideration and decisions and all activities.
 

Job Requirements

Minimum Qualifications and Experience
The ideal candidate must possess the following qualification and competencies:
 
  • A degree holder Business, social science, Management or Human Resources .
  •  A university degree in Social sciences or Business/Human resources
  • Professional qualification in HRM.
  • Over 8 year’s progressive experience in HRM.
  • Sound knowledge and working experience of Ethiopian labor laws.
  • Computer literacy a must.
  • Experience in Personnel Administration software.
 
 Critical Skills: 
 
  • Well developed and proven communication, interpersonal and problem solving skills
  • Labour , organizational and people management skills
  • Procedure writing skills.
  • Computer literacy in MS office applications with a working knowledge of excel.
  • Mature personality and team player.
  • Person of proven integrity.
