Duty Station: Addis Ababa, Ethiopia
Title of Position: Procurement & Logistics Assistant Ill
Position Grade: GS-5 (UN salary scale for GS employees in Eth.)
Type of Appointment: SST, six months with possibility of extension
General Functions: Under the general supervision of the Chief of Mission and direct supervision of Procurement Officer, The incumbent will be responsible for handling procurement and logistics related activities of the mission. Particularly, the incumbent will be responsible for the following:
1. Ensure local procurement procedures are in place and followed in accordance with the IOM’s procurement policy and other related regulations and procedures.
2. Provide support, advice and assistance in procurement of goods/services for the Mission. Provision on the best option in local and international markets, and optimize purchasing power.
3. In coordination with Procurement Officer, undertake the day-to-day operation of the following services:
  • Receive Purchase Request Form (PRF) and ensure that all necessary information concerning specifications, justifications, WBS and expected delivery dates are correct
  • Identify potential vendor and issues Request for Quotations (RFQ)
  • Analyzes, evaluates and compares the quotations on Bid Analyses Sheet (BAS); and recommend to the relevant requisitioner. Award orders to the selected vendors who are able to meet the specification at their best offer
  • Prepare Purchase Order (PO) inclusive necessary information on asset codes, specifications, quantity, prices, delivery dates, payments and vendor contact details
  • Receive and inspect goods/services according to P0 specifications and that all goods are in good condition
  • Onward delivery to final destination
  • Prepare payment request and follow up with finance
  • Obtain approvals as required by the matrix
  • Properly record and indicate the above process in PRISM as required
4. Follow up purchase orders status and keep requesitioner informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery condition
5. Ensure transparency in procurement process. Prevent and report any involvement in corruption, collusion, nepotism and fraudulent practices
6. Maintain assets inventory, ensure that is updated on a bi-yearly basis and record all relevant information in relation to the used and return of any asset borrowed by the staff members
7. Be responsible for the appropriate storage for all assets and stationeries.
8. Ensure that all order documents are properly copied and filed accordingly
9. Perform other related duties as may be required
Desirable Qualifications (Education, experience and personal qualities):
  • University degree in Purchasing and Supplies Management, Management or a combination of relevant training and practical experience.
  • Five years of progressively responsible professional work experience in managing procurement/logistics activities.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages. Experience using
  • ERP systems/SAP a distinct advantage.
  • Demonstrated ability of working effectively and harmoniously with colleagues from varied culture and professional backgrounds in order to achieve desired goals.
  • Analytical, communication, interpersonal and advocacy skills,
  • Sensitive to and awareness of the local development,
  • Good knowledge of computer management and applications.
Languages: Thorough knowledge of English.
