Promoting Inclusive Education for Children with Disabilities (PIECD)
 
The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005.  Following the Charities and Societies Proclamation of 2009, ECDD was registered by the Charities and Societies Agency on 3 November 2009 and re-registered on 6 December 2012 as an Ethiopian Residents Charity. ECDD has 60 Association members, a 7-member Board of Directors, and 20 staff members, the majority being persons with disabilities.  ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.
 
ECDD is now launching a new project entitled “Promoting Inclusive Education for Children with Disabilities (PIECD)” in collaboration with the European Union (EU), to improve the technical and managerial capacity of educational institutions and organizations working in the education sector to provide and increase access of children with disabilities to inclusive education. The 3-year project will implement activities in 12 towns of 4 Regions of the country (Tigray, Amhara, Oromia and Southern Regions).
 
General Description
 
An ECDD Accountant is required to function as the PIECD EU grant manager responsible for managing the daily financial operations, accounting, and reporting of all PIECD project expenditures.  The ECDD PIECD Accountant reports to and works under the direct supervision of the ECDD Admin/Finance Manager and under the overall supervision of the ECDD Executive Director. The Accountant is responsible for maintaining legers and other books of accounts, preparing financial reports as required in conformity with EU formats and procedures and ensuring that all project payments, taxes and other financial obligations are met.
 
Description of Tasks
 
  1. Ensure that disbursements are made according to the rules and regulations specified in the ECDD Finance Manual.
  2. Ensure that payment vouchers are correct and authentic.
  3. Check that collections are made on time and are deposited at the bank.
  4. Prepare checks.
  5. Check that disbursements are not beyond the funds available and authority of ECDD.
  6. Control stock and fixed assets of the project.
  7. Assist in the development of working procedures, schedules, formats, etc. for efficient financial operations.
  8. See that project financial reports are prepared on time.
  9. Supervise and check closing of accounts.
  10. Report periodically on the position of the PIECD budget.
  11. Assist in the planning of the expenditures of the project.
  12. Control expenditures/disbursements based on analysis of accounting reports and financial position of the project.
  13. Conduct physical cash count and reconcile with book records regularly.
  14. Ensure that taxes and other government obligations are met on time.
  15. Compile all relevant project financial documents for auditing
  16. Perform other related duties as may be assigned by the ECDD Admin/Finance Manager.

Job Requirements

Required Qualifications:
  1. Minimum of BA Degree in Accounting
  2. At least 5 years of prior work experience in managing grants of donor funded projects (EU grant experience essential)
  3. Comprehensive knowledge of CSA’s and EU’s financial regulations and rules is mandatory
  4. Intimate knowledge of up-to-date accounting software and systems and Peachtree accounting software (Quantum 2010)
  5. Excellent interpersonal relationships and communication
  6. Fluency in English and Amharic
