The Horn of Africa Regional Environment Centre serves on the one hand as the secretariat for the Network, and on the other hand it facilitates and supports cooperation between member organisations and other environmental actors, including private sector and government, to carry out activities “on the ground”. The Centre has several components, of which the most important ones are the partnership programmes, capacity upgrading and demand driven action research. Concerning the latter, the Centre aims to motivate students in environment related studies by offering practice oriented research options in field situations.

Job Summary
The Finance Manager is responsible to ensure that the Financial Activities are carried out efficiently and reliably in accordance with the HoAREC/N guidelines, Donors requirements and Project Implementing Partners’ reporting systems
Liaise the financial activities with the donor organizations and project implementing partners.
Description of Duties and Responsibilities:
1. Conduct the Financial capability Assessment of project implementing partners before the signing of Agreement.
2. Work with Program staff to develop and maintain all grant agreements and MOUs pertaining to grant awards.
3. Performs various general grant administration functions such as budget amendments, plan change, program evaluation, etc.
4. Conduct training and build capacities of implementing partners with respect to adherence to donors’ financial reporting requirements.
5. Coordinates, prepares and review financial reports submitted by implanting implementing Partners.
6. Liaise with the M&E in the project Financial Monitoring and supervising activities. Liaise with the project implementing Partners in the fund transfer and reporting activities in accordance with the signed agreement.
7. Travel to the project implementing partner’s sites to physically monitor the accounting records and check propriety as per donors’ requirements. Provide timely Compiled Financial Reports based on the donors requirements and agreements.
8. Communicate with the donors on Fund transfers follow up and acknowledgements of receipts of funds.
9. Undertake all other related and additional duties as may be required
Requirement:
Education MA/BA Degree in Accounting and Finance
Knowledge of grants and grant administration systems, processes and budgeting.
Demonstrated ability on project planning and monitoring
Experience 4/6 years on relevant work
