Finance & Administration Director, Publication & Dissemination Director, Research & Capacity Development Director - OSSREA

OSSREA MISSION: Developing and promoting the emergence of  a culture of excellence in the study, research and training in the Social Sciences.

POSITION: DIRECTOR OF FINANCE AND ADMINISTRATION
REPORTS TO: EXECUTIVE DIRECTOR
DIJTIES AND RESPONSIBILITIES:
Under the immediate supervision of the Executive Director, the Director of Finance and Administration will:
• Manage the activities of the Directorate of Finance and Administration;
• Oversee the transparent and professional application of financial management, procurement and human resources policies and manuals;
• Prepare financial documents, compile annual budgets and oversee budget disbursement operations;
• Prepare term and annual financial reports to the OSSREA Executive Committee and Donors;
• Design source documents, financial forms, books and control systems and ensure their consistent use as per Generally Accepted Accounting Principles;
• Oversee the computerization of accounting operations and the creation of finance-related database;
• Control budget utilization, check correctness of proposed payments and ensure that ail transactions are as per official financial policies and procedures and donor requirements;
• Ensure timely transfer of pledged funds and revenues generated;
• Ensure efficient provision of approved-financial and personnel support and services to other programmes and projects;
• Ensure that the accounting operations are as per Generally Accepted Accounting Principles and in a format acceptable for external auditing;
• Oversee the preparation of regular financial reports for management and prepare periodic reports for donors and the Executive Committee;
• Ensure the provision of transparent procurement services;
• Oversee the management of assets, books and keep proper inventories of ail materials and equipment of OSSREA; and
• Ensure the provision of legal services as required by OSSREA.
• Performs other related tasks that may be assigned by the Executive Director.

QUALIFICATIONS AND EXPERIENCE:
The successful candidate will have:
• BA Degree or MA in Accounting or its equivalent from an accredited institution;
• Professional accounting qualifications from an accredited international or national authority such as ACCA or CPA;
• A minimum of 10 years experience in an organization or organizations similar to OSSREA;
• Ability to work in a team and under time pressure;
• Familiarity with the latest computerized Accounting systems;
• Excellent oral and written communication in English; and
. Auditing experience is an added advantage.
• Adequate knowledge of Ethiopian labour laws, tax laws, procedures and practices.

II. POSITION: DIRECTOR of PUBLICATIONS AND DISSEMINATION
REPORTS TO: EXECUTIVE DIRECTOR
DUTIES AND RESPONSIBILITIES:
Under the immediate supervision of the Executive Director, the Director of Publications and Dissemination will:
Manage the activities of publication and dissemination directorate

• Prepare and edit or cause to be edited the OSSREA journals, bulletins, books and other publications;
• Design or cause to be designed and update the OSSREA headquarters and OSSREA chapters’ website;
• Ensure quality and efficient publication and dissemination of OSSREA’s research outputs;
• Prepare conferences and the OSSREA Congress in collaboration with other directorates and prepare records and minutes of official meetings and conferences of OSSREA;
• Be responsible for the dissemination of OSSREA’s research outputs with a view to ensuring policy/research interface;
• Ensure the timely publication of ail OSSREA publications and research outputs;
• Plan, organize and coordinate publication and dissemination activities of OSSREA;
• Formulate strategies and implementation modalities for enhancing the quality of the publications, and the promotion and marketing of OSS REA’s research output;
• Coordinate activities of the OSSREA documentation centre;
• Perform such other related tasks as may be assigned by the Executive Director from time to time.

Qualifications and Experience:
The Qualified candidate will have:
• A PhD degree in any branch of the Social Sciences
• A minimum of 10 years of research and editorial experience gained within a research/university institution;
• A track record of research and publications in books or refer journals;
• Ability to work in e multi-disciplinary environment;
• Ability to work in a team and under time pressure;
• Experience in dealing with authors, editors and publishing houses;
• Excellent oral and written communication skills in English.
• Knowledge of another official language in Eastern and Southern Africa will be an added advantage.

III. POSITION: DIRECTOR OF RESEARCH AND CAPACITY DEVELOPMENT
REPORTS TO: EXECUTIVE DIRECTOR
DUTIES AND RESPONSIBILITIES:

Under the immediate supervision of the Executive Director, the Director of Research Will:
• Develop and manage research projects;
• Identify project ideas and prepare concept papers and research and capacity development project proposals;
• Oversee the proper implementation of research and capacity development programmes of OSSREA;
• Coordinate OSSREA’s research act including monitoring and evaluation;
• Ensure the transparent review and evaluation of grant proposals and research reports before they are submitted to the publications directorate;
• Monitor and keep track of the implementation of re grants by grantees;
• Plan, organise and coordinate research and capacity building activities of OSSREA;
• Formulate strategies and implementation modalities for enhancing the quality of the research and capacity building activities;
• Coordinate activities of the OSSREA Research and Capacity Development Directorate;
• Design needs assessment surveys for research clusters;
• Organize tracer studies on research uptake by various stakeholders and utilization of capacity developed by OSSREA through training;
• Prepare and coordinate reports to donors on various OSSREA projects; and
• Perform such other related tasks as may be assigned by the Executive Director from time to time.

Qualifications and Experience:
The appropriate candidate will be a citizen of any country in Eastern and Southern Africa and will have:
• A PhD degree in any branch of the Social Sciences or Humanities;
• A minimum of 10 years of academic work and leadership in a regional research and capacity development organization or a renowned university c academic institution;
• A strong track record of research and publications in refereed books and articles in accredited journals;
• Ability to work in a multi-disciplinary environment;
• Ability .o work in a team and under time pressure;
• Experience in dealing with donor agencies; and
• Proficiency in oral and written communication skill in English.
