Position- HR/Admin Manager

Summary Statement of Duties and Responsibilities:

 
Under the supervision of the HR/Admin Coordinator, HR/Admin Manager will assist the HR/Admin Coordinator with all human resources Management functions.
 
The HR/Admin Manager participates in maintaining and reviewing all administrative and human resource systems and procedures.  He/She will ensure uniform compliance with policies and procedures at all sites and provides technical support to field based HR/Admin staff.   
 
The post holder supervises the HR Officers of Addis Office and provides technical support of HR Officer in the field. 
 

Detailed Responsibilities and Tasks:

Human Resource

·         Supervise the HR Officers based in Addis and provide technical support to HR Officer based in the field.   Conduct performance evaluation timely. Responsible to look into training needs for HR staff under direct supervision.
·         Maintain a through knowledge of IRC personnel policies and assist in implementation of policies in every site.   Assist the HR/Admin Coordinator in writing and reviewing policies and guidelines.  
·         Review the TOR for field based HR/Admin staff experience sharing visit and supervise their work. Provide technical support and on job trainings for field based HR staff.
·         Participate on the recruitment process.  Participate on CV review interviewing of different positions.  Responsible to ensure that all recruitment has passed through reference checks, timely job offer and proper orientations for newly hired staff.
·         Monitor and ensure the timely preparation and payment of payroll, overtime pay, back pay, severance and other related pays due to staff.
·         Monitor and ensure that all personnel documents are updated and maintained in the personnel files. 
·         Ensure all staffs have completed personnel files.  Files are done on time and chronologically.
·         Ensure all employees database is maintained and updated.
·         Follow up and ensure to conduct exit interviews for exiting national staff and maintain copies on the file. 
·         Maintain the retention roster updated.   Conduct exit interviews for selected positions.
·         Monitor and coordinate timely contract renewals, preparation of ID cards, hiring and termination letters.

Administration:

·         Mange the reception and filling system for IRC Ethiopia.   Ensure payments related to payroll, back pay and severance pay are paid on time.
·         Follow up timely procurement of office supplies and monitor reconciliation of office supplies with the warehouse report from logistics.
·         Assist in purchasing and selecting staff gifts, organizing fare well parties etc.
·         Travel to the field site at least once a year to monitor compliance with administration systems and policies, review administration operations.
·         Ensure proper and adequate understanding of Ethiopia labour laws (when instituted) and IRC’s obligations.
·         Assist the HR/Admin Coordinator on other duties.
 

Minimum Requirements

 
·         University Degree in Human Resources Management, Business Administration, Human Resources and Organizational development or related.
·         6 years of experience for BA holders and 4 years of experience for MA holders in human resources Management.
·         NGO experience in Human resource is preferable.
·         Strong organizational skills
·         Computer literate especially word and excel. 
·         Excellent in English and Amharic both speaking & writing. 
·         Ability to work under pressure.
