Monitoring and Evaluation Coordinator, Ethiopia - ACDI/VOCA


ACDI/VOCA is seeking Ethiopian professionals for technical and operations positions on the newly awarded Feed Enhancement for Ethiopian Development (FEED II) Project. FEED II is a 3-year, $14 million project funded by the United States Department of Agriculture (USDA) and implemented by ACDI/VOCA.  The overall goal of FEED II is to increase the incomes of Ethiopian smallholder livestock producers by improving access to, and use of, consistent, affordable, high quality animal feed that can support greater livestock productivity and efficiency.  We are currently seeking qualified candidates for the following position:

Monitoring and Evaluation Coordinator, Ethiopia

Responsibilities:
  • Contribute to technical implementation of the M&E system, including: routine monitoring of program activities, baseline,  mid-term, final evaluation assessments and special studies or reports as  determined necessary by program progress.
  • Provide support to project staff and external contributors in conduct of M&E related activities.
  • Train on the use of the M&E system with respect to data collection, management and quality.
  • Conduct data quality reviews to ensure that all information required for submission to USDA is collected in a valid, reliable, and timely manner.
  • Assure compliance with USDA implementation and reporting guidelines as well as ACDI/VOCA's M&E systems.
  • Provide technical assistance and training to ACDI/VOCA staff members and partner organization staff on the use and management of monitoring and impact assessment tools and M&E reporting.
  • Represent the project and ACDI/VOCA on M&E issues as required.

Qualifications:
  • BSc. degree in sociology, statistics, agriculture, gender studies, food policy or related subject required; MSc. preferred.
  • 5+ years of relevant experience in an international context; agriculture or livestock experience preferred.
  • Strong experience in program monitoring and evaluation and critical analysis.
  • Demonstrated experience in data collection, statistical analysis and reporting, including experience with computer-based statistical packages and databases including Epi Info, ACCESS, STATA, SPSS, SAS, etc.
  • Proven experience and skills in quantitative and qualitative research methods, survey design and implementation.
  • Excellent interpersonal and communication skills in English, both verbal and written, strong negotiation, diplomacy, and team work skills.
  • Prior experience with USDA and/or USAID projects is preferred.
  • Sound working knowledge of information technology, expertise using office software programs, and spreadsheet and database programs is required.
  • Fluency in English and Amharic, written and spoken, required.
