In the international education sector, from our longstanding work in post-apartheid South Africa to innovative work in Early Grade Reading Assessment (EGRA), including recently in Ethiopia, RTI works to improve education quality, relevance, access, and efficiency around the world.

RTI is recruiting for the USAID Ethiopia READ-TA education project, focused on curriculum revision and textbook development.  The READ TA project seeks to improve the quality of Mother Tongue Reading and Writing in 7-Mother Tongue Languages and English as a Second Language for Grades 1-8 through a reading intervention. This involves designing Grades 1-8 books in 7-Mother Tongue Languages and English as a Second Language and teacher’s guides. It also supports the schools with other teaching and learning materials, conducts capacity building and learning assessments, among others.

We are looking for proven track record of Human Resources Management performance and hands –on experience.  All positions are on a contract basis with payment based on work history, performance and deliverables.  Females are strongly encouraged to apply.

POSITION: Human Resource Manager – based in Addis Ababa (one position)

DUTIES AND RESPONSIBILITIES:
The Human Resource Manager is responsible for the administration of HR activities and initiatives under the READ TA project and other RTI project offices in Ethiopia.  The position holder will work under the general direction of the Chief of Party and will collaborate with RTI HR Regional Director to facilitate efficient and effective HR administration for RTI projects in Ethiopia.
. The job function includes, but is not limited to the following responsibilities:

SPECIFIC RESPONSIBILITIES: HR Policies/Procedures
• Custodian of all Human Resource policies and procedures in country
• Propose and update Human Resources policies and procedures relevant for the country office
• Provide advisory role to line Managers and Nairobi Regional Office HR on HR trends, legislation, statutory requirements, polices and employment related issues.
• Provide resource to line Managers on issues relating to HR best practices, policies and procedure
• Regularly review and update employee regulations for the country office

Training, Compensation and Benefits Program:
• Advise the management on pay and other remuneration issues including: promotions and other benefits, undertake (informal) regular salary surveys and benchmarks and negotiate with staff and line Managers on issues relating to pay and employment conditions
• Develop with line Managers, HR planning strategies, which consider immediate and long term staff requirements.
• Analyze training needs in conjunction with line Managers
• Recommend and plan staff training calendar for the year, with an aim of improving staff performance
• Oversee the review of staff insurance, healthcare and other benefits to ensure that RTI in Nigeria provides a competitive, cost effective benefits program
• To review the Private Medical Insurance health policy every year and to advise the SMT on any changes that may from time to time be required. To make such changes as approved by SMT and to ensure staff are made aware of them.
• Track Private Medical Insurance (PMI) expiry dates and follow up on renewals
Performance Management           
• Ensure that all staff have performance plans and supervision meetings are undertaken by all managers.
• Assist supervisors in ensuring staff have appropriate development plans and provide advice on appropriate strategies for staff development - based first on identified needs for development/training through the formal performance review process.
• Provide appropriate performance management guidance and training to staff in undertaking effective performance management of staff.
• Work with line Managers to implement process and adopt tools for conducting effective performance evaluations each performance cycle.
• Communicate and manage the annual performance review calendar, process and ensure compliance.
• Identify development needs and supporting execution of development plans
• Update defined and implemented staff performance information as well as managing the tracking the overall performance in the organization.

Human Resources Administration
• Prepare new hire and continuing staff HR Administrative Forms e.g. PARS, SEPS, EORM, ITS Account Request Forms etc. and submit for to Nairobi Regional Office for processing
• Maintain and update staff records,which includes updating staff profiles and personnel files. Including acknowledgment of Code of Conduct and the Employee Handbook
• Managing staff leave in the organization
• In tandem with Finance, maintain a timesheet / time recording policy for the projects
• Review and participate in the annual review of the country Employee Handbook.
• Track and update the project Staff Census; Maintain RTI’s electronic personnel database and supporting use of its information by project staff for planning and administration purposes

Recruitment
• To lead on the recruitment of all staff while ensuring that RTI recruitment policy and procedures are adhered to.
• Facilitate placement of employment adverts.
• Facilitate on-boarding and training of staff.
• Draft all Country employment contracts requests and tracking their return once signed Ensure documents required for employment are submitted by candidates.
• Support and monitor/follow-up on project recruitment.-
Consultants
• Support  Specialist in identifying consultants for STTA
• Negotiate and recommend fees for consultants
• Facilitate the consultant’s contracts with the Home office contracts department.
• RTI In-Country Projects
• Ensuring that all RTI projects are in compliance RTI HR regulations and Ethiopia Labor Law and

HR Policies and Practices for CCNs.
• Support projects in hiring and separation administrative process.
• Monitor on a quarterly basis HR practices and compliance for RTI projects in Ethiopia
• Update the COPs and the Nairobi Regional Office each month on HR issues, policy guidelines and activities.

Supervisory and General
• Responsible for the overall direction, coordination, and evaluation of HR staff in-country.
• Oversees all HR functions and responsible for HR management in-country.
• Other duties as assigned by the COP or DCOP.

QUALIFICATIONS AND SKILLS:
Bachelor’s degree plus 10 years or Masters plus 6 years direct experience in Human Resource management and administration -Degree in HR, Management, or related course. -A professional qualification in HR is a plus. -Knowledge of local human resources practices and laws. -Excellent organization, communication, and problem solving and skills. -Team Player. -Ability to handle sensitive information and situations in a confidential manner. -Ability to work well independently and in a team environment. -A working knowledge of Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, and internet applications. -Experience with USAID or other major donors preferred.
