Proposal Summary: 
Reading for Ethiopia’s Achievement Development (READ) Monitoring and Evaluation Project is a five-year project to support the USAID Education Team in monitoring, assessing and evaluating the progress of the three READ projects: READ-Technical Assistance (TA), READ-Institutional Improvement (II) and READ-Community Outreach (CO). The READ-Monitoring and Evaluation project will include the use of Early Grade Reading Assessments (EGRA) to develop baseline, mid-line and end-line progress points to measure READ’s impact. In addition to EGRA, mid-term and final evaluations will be conducted of the READ projects and institutional capacity will be built of the Ministry of Education and the National Agency for Educational Assessment and Examinations (NAEAE).
Position Summary:
The Deputy Chief of Party for Administration (DCOP-Admin) will be responsible for overall administration, finance and logistics for all READ Monitoring and Evaluation Project activities. The DCOP will work closely with the COP and DCOP for Programs to plan and direct the logistics and administration around field deployment of enumerators and evaluators.  They will also oversee all aspects of office management, procurement and human resource systems.  The assignment will be five years and is based in Addis Ababa.
Responsibilities:
  • •    Responsible for daily financial and administrative oversight of all READ M&E Project activities.
  • •    Work closely with COP and technical staff to develop work calendar and support logistics and administration of all data collection and training activities.
  • •    Interface with home office to develop regular financial reporting and coordinate on HR and contractual issues.
  • •    Support the hiring and HR systems for project personnel.
  • •    Develop procurement and contractual systems for project office.
  • •    Develop vendor lists and pricing for office materials and procurement.
  • •    Support the overall management of project office facilities, including office support personnel.
Qualifications:
  • •    Master’s degree in a relevant field.
  • •    Minimum of eight years’ experience working in finance and administration.
  • •    Previous experience financially and administratively managing a field office, including HR and personnel systems on a USAID-funded field project.
  • •    Knowledge of USAID finance and administration rules and regulations.
  • •    Knowledge of the Ethiopian education sector structure and management.
  • •    Demonstrated writing and communication skills in English.
