Program Manager - DRR/Emergency Coordinator Ethiopia - CRS


Position Title:                                    Program Manager - DRR/Emergency Coordinator Ethiopia
Duty Station:                                     Addis Ababa
Contract duration:                          Indefinite period contingent upon funding of DRR/Emergency Projects
Reports To:                                        Deputy Head of Programs

 I.          Purpose of the Position:

  • To strengthen systems of coordination, programming support, capacity strengthening of partner organizations, quality assurance, monitoring, budget management, and reporting for non-food related emergency and disaster risk reduction (DRR) activities;
  • To ensure consistency, quality, efficiency, and accountability of emergency/DRR activities implemented across the country;
  • To represent CRS with donors, UN Coordination and cluster meetings, CI consultation and local implementing partner meetings as needed;
  • To be responsible for monitoring and reporting on CRS’ emergency and DRR responses including CRS/HQ, CRS/EARO and liaising with several CRS departments such as media and communications as needed;
  • To oversee the development of new proposals to donors, extension of grants, and reporting to donors for all emergency/DRR related activities.

II.          Key /Specific Duties and Responsibilities:

2.1.      Program Quality and Management  

  • Lead the non-food emergency response including activities targeting refugees, IDPs and local population  in accord with country, regional and agency emergency frameworks including DRR, disaster risk management (DRM), and climate change (CC) as well as appropriate Sphere guidelines.
  • Ensure concept papers and grant proposals are developed for submission to major donors. This will include working closely with program staff, resource agencies, partners and communities and facilitate participatory needs assessments, project design and proposal writing.
  • Work in close collaboration with senior management and emergency programming staff to facilitate effective program management.
  • Manage ongoing non-food emergency program and develop strategies for the medium and long term including recovery, emergency preparedness and development programs, as well as an exit strategy where appropriate.
  • Ensure program quality through development and implementation of emergency project review system, comprehensive MEAL systems and partner capacity enhancement.
  • Enhance CRS staff and partner capacity in needs assessment, program planning, design and monitoring.
  • Closely monitor events in humanitarian issues, in order to update and adjust program activities and approaches, when necessary, and to communicate this situation to the region and CRS HQ.
  • Conduct regular reviews of progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines.
  • Collaborate with JEOP core management team, emergency MEAL unit and non-emergency departments to ensure effective program coordination and a high level of stewardship.

2.2.      Reporting

  • Collect data, prepare, and submit required reports for emergency and DRR projects, including donor and private funds narrative reports, monthly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters, when necessary.
  • Provide regular updates to government and non-government coordination bodies, as requested.

2.3.      Budgeting, Financial Planning and Reporting

  • Work with Finance staff and PMs in the development of emergency/DRR budgets.
  • Monitor emergency/DRR project budgets, checking for proper burn rates, submission of sufficient liquidations, and appropriateness of expenses.
  • Work with partner organizations to ensure that their financial reporting is following CRS partner standards and best practices.

2.4.      Representation, Coordination and Communication

  • Coordinate with relevant Government and NGO emergency actors to ensure effective targeting and implementation of the project.
  • Coordinate and update the Ethiopian Episcopal Conference Emergency Food Security Unit and local church partners on progress of the emergency/DRR response.
  • Manage the calendar of meetings related to humanitarian response coordination; ensure attendance of designated staff at each meeting; receive and compile staff recommendations/action items from each meeting; share recommendations/action items with HoP office and CRS/ET Senior Management Team for decision making.
  • Represent CRS in the monthly Humanitarian Coordination Committee (HCC) meeting; ensure the HCC meetings are documented and results circulated to PMs, CR, and other relevant actors on a timely basis.
  • Assist with the coordination of visits of CRS, donor, partners, etc. related to the Emergency Response.

III.          Minimum Qualification Requirements:

3.1   Education: Completion of 1st or 2nd Degree in Social or Natural Sciences with 4 years managerial experience

3.2   Experience: 6 Years for 2nd Degree or 9 years for 1st Degree

3.3   Competencies /Knowledge, Ability and Skill:

  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • Experience with capacity strengthening and partnership building.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead multi-cultural and multi-sector teams with a high level of respect for local culture.
  • Strong analytical and organizational skills.
  • Excellent written and spoken communication skills in English.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
  • Experience in vulnerability assessments, beneficiary registration, emergency distributions, and monitoring and evaluation in emergency situations.
  • Knowledge of Sphere emergency guidelines.
  • Willingness to travel up to 25% of the time.
