INDIVIDUAL CONSULTANT REQUIRED for TOT on Evidence based HIV prevention programs - PSI/Ethiopia

(INDIVIDUAL CONSULTANT REQUIRED)
Terms of Reference for a Short Term Consultant to provide TOT on MULU MARPs Evidence based HIV prevention programs to PSI/E Local Implementing Partner staff

PSI/Ethiopia, an affiliate of Population Services International, has developed national results-based programs in HIV prevention, reproductive health and child survival. Through evidence-based social marketing and health communications, PSI/Ethiopia strengthens public and private sector partners to help Ethiopia’s most vulnerable people to lead healthier lives.
 
Background
USAID recently awarded PSI the 5-year MULU/MARPs combination prevention project to deliver an integrated package of MARPs-friendly HCT, STI and RH services in a network of private, NGO, public and outreach clinics in 200 towns across Ethiopia.
The overarching goal of the MULU Prevention Project is to contribute to the national target of reducing new infections by 50%. The MULU/MARPs component of the MULU Prevention Project will contribute to this goal by delivering three results:
  • Preventing new HIV infections by reducing behavioral risk factors among most-at-risk populations and other highly vulnerable populations.
  • Strengthening community level systems and structures to support combination prevention.
  • Increasing the capacity of GoE to lead HIV prevention interventions that are based on the local epidemiology of new infections.
MULU/MARPs has 3 overarching strategies for achieving the results above:  a) leveraging existing projects and best practices for rapid scale up, b) standardizing the approach to combination HIV prevention programming for intensity and scale, and c) implementing a client-centered, evidence-based approach to delivering the standard package of combination prevention services. 

The Project will target high-risk behaviors among Sex Workers (SWs) and their clients, as well as other vulnerable populations with known high prevalence of HIV, including divorced and widowed women, within communities surrounding “hot spots” where high risk sexual behavior occurs.

 As part of implementing the project, PSI/E would like to employ a short term individual consultant to conduct Training of Trainers on evidence based HIV prevention programs for HIV positive Sex Workers ) to Local Implementing Partners(LIPs)  
 
Objectives of the Consultancy Work
The main purpose of this consultancy work is to provide Training of Trainers on MULU/MARPs evidence based Peer Learning Guide (PLG) for HIV positive Sex Workers (SWs).  

Specific Objectives;
  • Develop training plan/schedule for trainings and shadowing sessions.
  • Conduct  3 days Training of Trainers (TOT) on PLG III (for HIV positive SWs) to LIP staff and MULU/MARPs technical team(AMT, technical team, clinical supervisors
  • Prepare final detailed report on the accomplishment of the trainings
  • Provide technical support to LIPs staff while cascading trainings to peer educators
 
Major Outputs of the Consultancy Work 
The Major outputs of the consultancy work are;
  • All LIPs program staff trained on MULU MARPs evidence based programs (SJ, Men as Partners, Women in transactional sex, and HIV positive women)
  • Training plan, schedule and agenda prepared and submitted to BCC Program Head.
  • Detailed report on  individual TOTs will be submitted 
 
Scope of the work 
Under the review and guidance of MULU MARPs CP & CB function head and BCC Lead the consultant will:
  • Attends initial briefing meeting on the MULU MARPs program briefing
  • Consultant prepares training plans/ schedules and agenda for the TOTs and shadowing sessions
  • Prepare cascade of training plan to local level implementers
  • The consultant will provide technical support to LIP staff while cascading the trainings to the peer educators in their respective sites (as needed)
  • Consultant prepares and submits reports on the TOTs accomplishments (number of people trained, sessions covered, accomplishments, lessons learnt, technical support needed etc.) 
Duration
All deliverables shall be submitted after 5 days of the accomplishment of the activities starting from the date of the agreement between the consultant and the employer.

Management and Oversight
  • The consultant will report to BCC program lead   
  • PSI/E will be responsible for the provision of office space, internet access and stationeries as well as the day to day oversight of the consultant.
  • PSI/E will also cover transport cost, accommodation, and payments as per the contract.  
 Skills needed
  • MA/MSc or BA/BSc degree in Public Health, Social Sciences or other related fields.
  • A minimum of 5 years experience of which at least three years on MARPs in HIV prevention programs, particularly facilitating TOTs to SWs, Clients, and women in transactional sex, HIV positive SWs.
