SENIOR LEGAL OFFICER - African Union


VACANCY ANNOUNCEMENT: SENIOR LEGALOFFICER

1.     Purpose:

Thisis a senior position within the Pan African University’s Management structure.Reporting to the Rector, the holder of this position will serve to providelegal counsel for the university management and its programs and activities, aswell as oversee student issues


2.     Post:

Job Title:         SENIOR LEGALOFFICER

Grade:              P3
Department:    Human Resources, Science and Technology  

DutyStation:     Addis Ababa, Ethiopia 
3.     Major duties and responsibilities:

      i.         Providenecessary legal advisory services to the PAU
     ii.         Developa mechanism for anticipating and responding to student issues
  1. Ensure that programs and services are responsive to the dynamic to the diverse needs of the student community including guidance and counseling, residential life and housing, sports and recreation, health services, student organization
  2. Draft or assist in the drafting of legal texts and memoranda ensure that the interests of the PAU protected and ideals of the AU are not compromised;
    v.         Provideadvice on all issues relating to privileges and immunities of the PAU, as wellas experts on mission for the Union;
   vi.         Providelegal advice to all the policy Organs of the PAU and AU on the interpretationof legal texts relating to administrative and institutional matters;
  vii.         Draftand/or assist in the drafting of administrative contracts and agreements suchas contracts of engagement of personnel, consultants and contracts awarded forthe procurement of goods or services;
 viii.         Preparecontracts to which the PAU may be a party and offer advice on issues anddisputes that may arise from their application;
   ix.         Participatein meetings of a legal nature on behalf of the PAU
    x.         Adviseon Legal Issues relating to conflict prevention, management and resolution;
   xi.         Performany other functions as may be assigned by the Supervisor.

4.    QUALIFICATION ANDWORK EXPERIENCE REQUIRED:

Candidatesmust have a minimum of Master’s Degree in Law.
A minimum ofseven years of progressively responsible experience in legal practice orrelated area is required, at least one of which should be in an internationalsetting
Familiarity with the AU and the PAUwill be an added advantage


5. OTHER RELEVANT SKILLS:

  1. Knowledge of legal policies, practices and procedures and ability to apply them in an organizational setting
  2. Ability to identify issues, formulate opinions, make conclusions and recommendations in individual and team settings
  3. Conscientiousness and efficiency in meeting commitments, observes deadlines and achieves results
  4. Taking responsibility for incorporating gender perspectives and equal participation of women and men in all areas of work
    v.         Excellentinterpersonal and team building skills and ability to work in a multi-culturalenvironment,
   vi.         Excellentcommunication and report writing skills



6. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union workinglanguages. Knowledge of one or several other working languages would be anadded advantage.



7. TENURE OF APPOINTMENT:

The appointment will be made on a fixedterm contract for a period of One (1) years, of which the first six months willbe considered as a probationary period. Thereafter, the contract will be for aannually subject to satisfactory performance and fund availability.

8. REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 83,070.00inclusive of all allowances for internationally recruited staff, and US$71,466.41inclusive of all allowances for locally recruitedstaff
