1. DUTIES ANDRESPONSABILITIES
Job Objective
This is asenior position within the Pan African University’s interim Managementstructure. Reporting to the Director of HRST, the holder of this position willserve as the project manager for the Pan African University He/she will plan,coordinate, implement and finalize programs and activities according to thespecifications and deadlines, while ensuring that all is achieved within thebudget. Will take oversight of all budget management and planning,including procurement. Shall work closely with the Development Partner(s)that are providing support to the project and ensure information-sharing onessential progress issues.

She/he shall specifically be in charge of thefollowing:
  1. Provide Strategic Leadership to Project Implementation
  2. Ensure that deliverables are achieved, deadlines met and budgets maintained
     iii.         Developand implement a comprehensive Monitoring and Evaluation system for the projectand regular monitoring of activities;
  1. Coordinate internal communications and ensure the work packages interact and work together to deliver project objectives
      v.         EnsureTimely disbursement and reporting on funds;
    vi.         Prepareof quarterly progress reports detailing progress against the output targets,and the activities undertaken in support
   vii.         Sharinginformation regularly on the progress of project implementation, and anyrelevant issues, including the updating of project monitoring
  viii.         Supportappropriate staff at the three Institutes based in kenya, Nigeria and Cameroon inthe coordination of activities to ensure their efficient and effectivecontribution to programme outcomes;
  1. At the end of the assignment, prepare and provide a comprehensive final report on the activities of the project, including accounting for all the disbursements, and financial audits that will be undertaken under the project for presentation to the cost-sharing partners.
  2. Perform other related tasks and related responsibilities as assigned by the Director HRST/Head of Education Division.

2. Educational Qualifications
  • Have a minimum of a Masters University Degree.
  • Have a professional qualification in Strategic planning, Project management
  • Candidates who possess additional professional qualifications such as CPA/CPS or other recognized professional qualifications in administration, management and finance will have an added advantage.

3. Work Experience Requirement
  • Minimum of eight years’ experience working in a finance and administration position, at least three of them in an African institution
  • Minimum of 5 years’ experience in senior finance and administration positions at a modern university or research institution, involved in general administration, personnel management, financial management, strategic planning and budgeting.

4.  Other Relevant Skills
  1. Demonstrated team leadership skills in change and transition management;
  2. Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment from diverse constituencies;
  3. Excellent report writing and presentation skills;
  4. Demonstrated ability to communicate and negotiate effectively and build collaborative relationships;
  5. Excellent analytical and problem solving skills and experience  in interpreting complex financial information;
  6. Good planning and organizational skills;
  7. Evidence of ethical, transparent, fair, dependable leadership style and professionalism;
  8. Computer literacy and competency in MS Office Applications and accounting Software.

5. Language Requirement:

Proficiency in either English or French language isrequired. Knowledge of both languages would be an added advantage.

6. TENUREOF APPOINTMENT:
Theappointment will be made on a fixed term contract for a period ofOne (1) years, of which the first six months will be considered as aprobationary period. Thereafter, the contract will be for a annually subject tosatisfactory performance and fund availability.
7. REMUNERATION: Thesalary attached to the position is an annual lump-sum of US$ 95,508.24 inclusiveof all allowances for internationally recruited staff, and US$ 83,902.99 inclusiveof all allowances for locally recruited staff
